Applications can be viewed at the Parish Council offices: 7a, Mill Parade, Church Road, Bishops Cleeve on Tuesdays & Thursdays between 2 and 4 p.m. or on Fridays between 10 a.m. and midday. Alternatively, phone the Parish Clerk on (01242) 674440 and if the Clerk is available, you may be able to arrange a viewing.
Copies are also available at Bishop’s Cleeve Library, Tewkesbury Council Offices and Gloucestershire County Council’s Environment Department.
01/12/2006READ MORE >> T04/4037/0648/FUL REFUSED Grundon's application for "the erection of a Materials Recycling Facility (MRF) including replacement ancillary vehicle servicing and offices, replacement weighbridge facilities including control cabin, inert waste classification storage and transfer shed and storage of baled recovered materials".
The proposal was to treat 105,000 tonnes per annum (tpa) in the MRF (nominally made up of 70,000 tpa of non-putrescible waste and 35,000 tpa putrescible wastes) plus an estimated 5,000 tpa in the inert waste classification and transfer shed.
The County Council Officers recommended that this application be granted. However, the Planning Committee refused it on 10th February 2005.

Note This application relates to working within the site's existing permission in terms of the amount of incinerator residues handled (capacity = approx 150, 000 tonnes; currently processing approx 50% of this).
This application was deferred by the Planning Committee and subsequently withdrawn by Grundon when advised that the County Council had accepted independent legal advice that an Environmental Impact Assessment was required.
A decision on this application was deferred on 12th November 2004.

SWARD did not object to this application, as this was a positive improvement. We hope it will go some way to reducing the appalling smells we suffer in the village. Glos County Council granted permission in March 2004. 07/04/2004READ MORE >> 05/3176/0623/FUL On Hold Cory Environmental’s (Gloucestershire) Ltd Application for Construction of a Resource Recovery Park at The Park, off Stoke Orchard Road, nr Stoke Orchard, Cheltenham, Gloucestershire.
This proposal is for a plant to treat municipal waste collected after the recyclables have been removed, e.g. the contents of your wheelie bin after you have separated the items for your green box. There would also be a plant for treating separately collected mixed organic waste, i.e. waste that can be composted.

Grundon are now applying to process 50 000 tonnes of waste each year in a huge building at their Wingmoor Quarry site.
Current planning permission for this site expires in May 2009. SWARD believes that no further development should be permitted until the issue of the proposed life of the site has been resolved.
10/04/2006READ MORE >> BT.04/6821/0839/FUL REFUSED Planning application by TEG Environmental plc for a Composting Facility on Land adjacent to Wingmoor Farm Landfill Site, Stoke Orchard, Cheltenham, Gloucestershire
The proposal was for an in-vessel composting facility for treatment of up to 30,000 tonnes per year of biodegradable waste.
This application was refused on 12th November 2004.
18/12/2005READ MORE >> T04/8446/0773/FUL WITHDRAWN Grundon's application for the extension of time to commence development involving the erection of buildings and associated plant for the processing of clay into light aggregate.
This is an existing planning permission, which has never been used in the time for which the permission was granted. Grundon were applying for an extension of time to keep the planning permission "live". However, they suddenly commenced work within the existing time limit and withdrew this application. This means we could not object to the proposal. We fear this may also add to the increases in traffic.
18/03/2004READ MORE >> 06/0018/TWFUL/CAPS: Variation of condition 1 of planning permission T.00/3176/1514/FUL to extend the date of commencement to 27 February 2009: GRANTED Cory's application was granted after a very long debate. Our County Councillors were frustrated that they could not do more due to this being an existing planning consent. However, they did set more stringent conditions than had been originally proposed by Planning Officers, including restrictions on hours of working.
Originally made in 1996, this application is for a Materials Recovery Facility in which waste would be tipped out, manoeuvred onto conveyors and passed through a series of mechanical and manual picking devices to remove recyclables. The working hours are given as 7 am to 10 pm.
The applicant already has permission for this MRF but the “life” of the consent expired in February 2006. Decisions to vary commencement dates can be made by the Planning Officers, without going to the Council Planning Committee for debate. On this ocasion, thanks to pressure from SWARD and the support of Stoke Orchard's County Councillor, Gordon Shurmer, this application went before the committee.
30/09/2006READ MORE >> Cory: O6/ 0036/TWFUL/CAPS: Export of Surplus clay GRANTED Cory’s application to extract up to 20 000 tonnes of clay from their Wingmoor site was considered at the County Council’s September Planning Committee Meeting. We wrote to suggest that a cap on the total number of Cory’s vehicle movements should be set for the period of the extraction, to prevent an extra 2 000 lorry movements simply being added to our traffic burden for the proposed four weeks. We sent a speaker to address the Planning Committee on this issue. After a very long debate councillors voted to grant permission but to double the levy per tonne of exported clay to be paid towards maintenence of the road.
